Dialogue on

“Dynamic Implementation of the Regulatory Framework for Seeds and Agrobiodiversity Zones in Peru“ March 30, 2017

In the name of the Association ANDES and the Association of Communities of the Potato Park, in collaboration with the Peruvian Society for Environmental Law (SPDA), we are pleased to announce that we organizing an Dialogue have convened an interactive Dialogue on “Dynamic Implementation of the Regulatory Framework for Seeds and Agrobiodiversity Zones in Peru”. The Dialogue will take place next Thursday, March 30, 2017, from 8:00 to 13:00 in the Phureja Room at the International Potato Centre (CIP), Ave. La Molina 1895, La Molina, Lima.

The workshop is being organized within the framework of the Program Sowing Diversity = Harvesting Security (SD=HS), which is being implemented by the Association ANDES, with support from Oxfam-Novib of the Netherlands, and the Swiss Development Agency (SIDA). This program supports the design, development and implementation of public policy that contributes to creating favourable conditions for improving small farmers productivity and livelihoods.

On one hand, peasant-indigenous groups are calling for the implementation of the Regulation of the General Seed Law, Supreme Decree Nº 006-2012-AG, under the responsibility of the National Seed Authority, to take into account the interests and needs of smallholder farmers to increase the competitiveness of their production, ensure sustainable use of plant genetic resources and facilitate conservation of agricultural biodiversity.

On the other hand, on December 14, 2016, the national government sanctioned the Supreme Decree 0020-2016-MINAGRI, which approved the Regulation on the Formalization of Recognition of Agrobiodiversity Zones oriented towards conservation and sustainable use of native cultivated species by indigenous peoples. This Regulation offers possibilities for “dynamic implementation” of the framework on seeds in connection with this tool that protects landscapes, culture, crops, indigenous knowledge, and agrobiodiversity.

In the spirit of multi-sectorial cooperation, the Dialogue hopes to bring together a wide range of actors, including relevant authorities of Ministries, Regional Governments, Municipalities, farmers, seed producers and merchants, NGOs, researchers, and public and private research and development institutes.
